Special Council Meeting                                         Unapproved Minutes

August 31, 2010
6:00 p.m. City Hall

The meeting was called to order at 6:00 p.m. by Mayor Seneca with Council Meador, Council Lockaby, Council Smith and Council Adler present.

Garrett Nordstrom from Governmental Assistance Services was present to answer any questions regarding the street grant. As the city was not awarded the special round, it could be filed again for the same amount and would be due in October. The grant would be awarded sometime after the first of the year. Council Smith had asked if it was possible to add some areas of the city to the original plans. Garrett said that areas could be added as the total amount that could be granted is 400,000, but with the city matching 25%. He also said the easiest way to explain the street grants is that the more you match, the better your chances are of receiving one. There is also the possibility of selling bonds and low interest loans through Rural Development.  

After Mayor Seneca read over the contract of Trey Meyer to the Council, Council Smith made a motion to hire Trey Meyer as the city attorney. Council Lockaby made a second and it passed by roll call 3-1 (Adler).

Council Smith made a motion to hire Lance Beuttel as custodian for the city at the rate of 9.00 per hour with no benefits at a maximum of 10 hrs per week, with the exception of some extra hours in the beginning to work on floors. Council Lockaby made a second and it passed by roll call 4-0.

Council Smith made a motion to go into executive session at 6:40 p.m. for 30 minutes for the discussion of non elected personnel and to protect the right to privacy of the individuals being discussed. Council Lockaby made a second and it passed by roll call 4-0.

The Council was back in session at 7:10 p.m. and at 7:30 p.m. Council Smith made a motion to go back into executive session for 30 minutes for the discussion of non elected personnel and to protect the right to privacy of the individuals being discussed. Council Adler made a second and it passed by roll call 4-0. Council came back into session at 8:00 p.m.

Council Smith made a motion to go back into executive session at 8:03 p.m. for 10 minutes to discuss non elected personnel. A second was made by Council Lockaby and passed by roll call 4-0.

Council was back in session at 8:13 p.m. Council Smith at that time, made a motion to adjourn. A second was made by Council Lockaby and passed by roll call 4-0.


 

Special Council Meeting                                                                      Unapproved Minutes

August 24, 2010
City Hall; 6:30p.m.

Meeting was called to order at 6:30 by Mayor Seneca, with Council Meador, Council Lockaby, Council Smith and Council Lloyd present. Council Adler arrived at 6:35.

Council Meador began his presentation on the streets. He said the town will be done in phases, starting with the S.E. corner. Jim and Julie had done research and found that there is a total of 35 culverts that need replaced out of the 87 in that section. The goal will be to get positive drainage going and do sub base repairs as needed. Council Meador said there is alligator cracking on several roads and some are very bad. He thought that chip and seal on the better streets would help with upkeep.

There were estimates from Killough Const. for ditch work and base repair, etc. Bush Gardens had also given some estimates on reseeding areas. Some would have to be hand tilled and seeded and covered with hay or straw mulch. Areas that are too steep would have to be hydro seeded. Harbour Const. sent an estimate as well for chip and seal.

No motion was made but the Mayor and Council made the decision to have Jim go ahead and order the culverts that were needed. Everyone agreed that this needed to be done quickly so that work can be started soon.

At 7:03, Council Smith made the motion to go into executive session for 30 minutes for the purpose of custodial interviews of non elected personnel. Council Lockaby made a second and it passed by roll call 5-0.

At 7:33, Council was back in session. A motion was made by Council Meador to adjourn the meeting. Council Adler made a second and it passed by roll call 5-0.
